It depends on whether the unit is gas or electric, its size, whether it replaces a tank or an old unit, and whether the gas line or a recess box needs work. You get one fixed price for the unit installed before any work starts, and nothing is charged until you say yes.

No. In NSW the water connections are licensed plumbing work and the gas connection needs a licensed gasfitter. Most manufacturers also need a licensed install for the warranty to apply.
